Its refinancing rate thus remained at record low of 1%. The objective of the ECB is to promote the revival of the credit market including the distribution of mortgages.

The ECB policy influences the pricing policy of banks, a majority of them have lowered their lending rates in October, below the 4% mark in 20 years: "The rate of appropriations decreased by 0.10% on average in October and some banks continued movement in November, but to a lesser extent (- 0.05 points).
